Ilay 195449f953 fix: add missing permissions to ADMIN/PREVIEW roles and statistics use cases

- added VIEW_USERS, VIEW_PROMOCODE, SETTINGS_ACCESS, USER_SEARCH, USER_EDITOR, USER_SUBSCRIPTION_EDITOR, USER_SYNC permissions to ADMIN role
- added full view-only permission set to PREVIEW role
- added VIEW_STATISTICS permission to all statistics use cases
- added USER_EDITOR permission to GetUserStatistics
- fixed actor id reference in permission denied log: actor.id → actor.telegram_id
