fix(cursor_win_id_modifier): 修复PowerShell JSON日期解析和验证问题

- 修复firstSessionDate使用UTC时间避免本地时间但带Z后缀的语义错误
- 解决PowerShell ConvertFrom-Json将ISO-8601日期字符串自动解析为DateTime对象
  导致的类型不匹配验证问题
- 添加日期时间值归一化处理函数，确保比较前统一转换为字符串格式
- 增强验证逻辑，提供详细的类型和值对比调试信息
- 添加ErrorAction Stop防止文件读取和JSON解析时出现静默失败
