fix(docs): broken FAQ anchor #how-does-openclaw-load-environment-variables

Correct anchor is #env-vars-and-env-loading (matching the actual
heading '## Env vars and .env loading' in help/faq.md).

Fixed in: tools/web.md, tools/perplexity-search.md, perplexity.md
